Giles Howson

Giles Howson has more than 30 years of successful management and business development experience in government and industry. As a specialist in disciplined organization of proposal efforts and development of market entry, teaming and win strategies, he has led capture and proposal efforts for multiple contracts with numerous U.S. federal civilian and military agencies, including the U.S. Departments of State, Education, Defense (all branches and numerous agencies), Energy and Homeland Security, the GSA, U.S. Army Corps of Engineers, FEMA, EPA, SEC, NASA, USAID and VA. His clients span the fields of engineering and construction, systems integration, systems engineering, logistics, security services, cyber security, IT software/services, and smart energy technology in the U.S. and U.K. He has also worked on developing international business in the former Soviet Union, Eastern Europe, and the Middle East, with organizations such as the Millennium Challenge Corporation, World Bank, NATO, and commercial oil and gas companies. As an independent consultant since August 2004, he has managed or played major roles in proposal efforts leading to contract wins valued at more than $6 billion, as well as 17 major IDIQ contracts with the U.S. Navy, U.S. Army, GSA, and Departments of Homeland Security, Energy, Defense and State, with a combined ceiling value of over $75 billion. His firm, Broad Street, provides full turnkey proposal support and has a network of over 50 proposal consultant specialists.
Prior to founding his own consulting firm in 2004, Mr. Howson served as a Business Development Manager for Raytheon Technical Services Company. In this capacity, he managed and participated in capture and proposal efforts for a wide variety of opportunities. Between 2002 and 2004, he led several capture/proposal teams, winning over $100 million of new business for Raytheon in the area of international non-proliferation, engineering services, logistics, base operations and threat reduction.
Mr. Howson also has practical program management experience, which is of great value to a business development professional. As Deputy Country Manager for Raytheon Technical Services Company in Kiev, Ukraine, Mr. Howson helped manage a Department of Defense engineering and logistics services program.
Before joining Raytheon, Mr. Howson served 10 years as an officer in the British Army in operations and staff appointments. As Staff Officer to the Military Attaché in the British Embassy in Washington, D.C., he provided policy briefings for senior diplomats and military leaders, and planned and implemented a US-UK international training program for over 3000 personnel. As a Military Advisor to the Office of the High Representative in Sarajevo, Bosnia, Mr. Howson provided strategic advice to national governments and NATO for the development of democratic control of the Armed Forces of Bosnia, and the creation of a National Border Service; he co-coordinated international donor activities, in the fields of refugee return, humanitarian demining and post conflict reconstruction.
Mr. Howson holds a MA (Hons) degree in French and Russian Language and Literature from Oxford University and is a graduate of the Royal Military Academy Sandhurst.
